Obi-Wan Kenobi episode 4 dove deep into the Inquisitors' lore by showing more of their fortress, but it also created a plot hole involving the Jedi hunters. Considering that Darth Vader could not be the only antagonist in the Obi-Wan series, as any encounter between Anakin and his former master risks creating inconsistencies with A New Hope, Obi-Wan Kenobi had the found other opponents who could pose a threat to the Jedi Master. That is how Inquisitors, who were brought to the canon in Star Wars Rebels and went on to appear in other media, finally made their live-action debut.
Star Wars Rebels saw the Grand Inquisitor as season 1's main villain, followed by Star Wars' Fifth Brother and the Seventh Sister being recurrent characters in season 2. Despite all the presence of the Inquisitors, Rebels did not explore a lot about how and where exactly the Jedi hunters worked, and it left a lot of things open for comic books and other media to expand on. For example, the Fortress Inquisitorius, the headquarters of the Imperial anti-Jedi force, was referenced for the first time in a 2017 Darth Vader comic book, and it made its first appearance in the Star Wars Jedi: Fallen Order game. Now, the Fortress Inquisitorious is back in Obi-Wan Kenobi.

To infiltrate the part submerged Fortress and rescue Leia, Obi-Wan had to swim his way through a breach into the base that led him right into the enemy's headquarters. While security breaches are nothing in Star Wars, the way Obi-Wan infiltrated the Fortress Inquisitorious is almost identical to what Cal Kestis did in Fallen Order.
