Marvel's Luke Cage is experiencing one of his best stories in years — but the company has quickly abandoned it almost as soon as it has begun. The crossover event Devil's Reign rages across the Marvel Universe and affects nearly every superhero in New York City (read: every superhero). But Devil's Reign #5 only pays lip service to Luke Cage's best change at saving the city: running for Mayor of New York.
InDevil's Reign, Mayor Wilson Fisk — the Kingpin — introduces legislation that effectively outlaws all superhero operations in New York. Immediately, the Thunderbolts seek out and apprehend Reed Richards, Susan Storm, Moon Knight and dozens of other superheroes, though some manage to escape, Luke Cage among them. Mayor Fisk has the support of the people — and he'll need it for his planned campaign to run for President of the United States. But he also has another power source: the imprisoned Purple Man. Fisk has harnessed his powers of persuasion and has embedded the essence in his cane.

Meanwhile, the remaining Avengers hatch a plan to take on Fisk and undo the damage he's caused throughout the city. Tony Stark realizes that in this fight, one can't fight power with power, and plans to run for Mayor himself to depose Fisk. But Luke Cage disagrees — he think he should run instead. According to Daredevil, Cage is "...the only one of us who's never worn a mask. The people trust him." Stark acquiesces (though he's later revealed to not be Stark at all; this has ultimately very little to do with the story) and Cage officially begins his campaign for Mayor.
