Warning! Spoilers ahead Devil's Reign: Omega #1
As one of his first acts as New York's mayor, Luke Cage is looking to redeem Marvel's version of the Suicide Squad (with a new twist). Having led the Thunderbolts in the past, Cage feels a personal responsibility to the team that was recently corrupted by Wilson Fisk's Kingpin during the Devil's Reign event. Now, it looks as though the Thunderbolts will undergo a major overhaul with an all-new roster.
During Devil's Reign, Mayor Fisk recruited a new version of the Thunderbolts, deputizing them to be his personal task force with orders to hunt down all superheroes whom he had outlawed in New York. Although the Thunderbolts are typically comprised of former villains seeking redemption while working with the government, redemption wasn't the focus for this new team of foes (who were still as corrupt as ever). While Kingpin was ultimately defeated and replaced as mayor by Luke Cage at the end of Devil's Reign, the less than honorable Thunderbolts remained.

Despite being the new mayor, Luke discovers he can't shut down the Thunderbolts as New York's police force without a repeal and jumping through several political hurdles. As a result, Mayor Cage takes a new approach in Devil's Reign: Omega #1 in a story from Jim Zub and Luciano Vecchio. Rather than shutting down the corrupt team, Mayor Cage intends to remove the corruption itself. After taking down Crossbones and several of Fisk's cronies (with help from Monica Rambeau's Spectrum), Cage plans to replace the roster with a brand new one, this time made up of heroes to redeem the Thunderbolts name going forward.
