Warning! Spoilers ahead for Devil's Reign #6
While he may have a number of things in common with DC's Lex Luthor, it seems as though Kingpin draws the line when it comes to running the country. At the end of Devil's Reign, Wilson Fisk is well and truly defeated after kickstarting a war against Daredevil and New York's heroes and attempting to outlaw all superheroes in general within the city limits. However, the rich and powerful foe is offered a unique opportunity in the final chapter of this latest Marvel event that would tie him even closer to Superman's arch-foe. However, the Kingpin does something truly surprising (and incredibly epic) instead.
Angered that his mind has been altered to the point where he can no longer remember the secret identity of Daredevil, Kingpin chooses to go to war with New York's heroes, tired of feeling a lack of control over his own city. As such, the corrupt mayor introduces the Powers Act, new legislation that outlaws superheroes and vigilantism while sanctioning supervillains as his Thunderbolts to arrest them all. Naturally, the city's heroes refuses to go down without a fight, and Luke Cage even chooses to run against Fisk in an attempt to finally remove him from his seat of power.

While Devil's Reign #6 from Chip Zdarsky and Marco Checchetto ultimately sees the Kingpin defeated by Daredevil after losing control of his Thunderbolts, Fisk is secretly freed by his son Butch. He is then taken to a meeting with Quinn and Una Stromwyn, a rich and powerful brother-sister duo whom Fisk has had dealings with in the past.
