Blizzard has revealed the upcoming itemization changes and new additions to crafting in the Season 4 Campfire Chat livestream. Here is a summary of everything you need to know about the upcoming itemization and crafting updates!

Base Item Updates
- The amount of loot dropping will be reduced, but overall loot quality will be higher. The goal is for players to use crafting to customize their gear further.
- Smaller affix pool — many unused affixes have been removed from the game.
- More relevant and potent affixes, such as Core Skill Ranks and existing affix values will be adjusted so they can be felt.
- Legendary or Unique items will now be tradeable. Modifying an item, e.g. through Enchanting, will make it account-bound and thus no longer tradeable.
- Only Sacred items will drop in World Tier 3.
- Only Ancestral items will drop in World Tier 4.
- Legendary items will now have 3 affixes, down from 4.
- Rare items will now have 2 affixes, down from 4.
Additional Itemization Updates
- Legendary items dropped from monsters level 95+ will always have 925 item power.
- Gems have been simplified and made stronger.
- Gold costs to reroll items at the Occultist now have a cap.
- Some crafting materials have been removed and consolidated.
- Forgotten Souls will now also drop from Whispers and rarely from Elites.
- Many Unique items can now drop in World Tier 1 and 2. All Unique items can now drop in World Tier 3.
- Uber Unique items start dropping from monsters level 55.
Codex of Power Updates
- All Legendary Aspects can now be found in the Codex of Power.
- Salvaging a Legendary item at the Blacksmith will upgrade the Aspect's values within the Codex of Power. These can be upgraded up to 16 times to reach their maximum potential.
- Legendary Aspects with maxed-out values will now only drop in World Tier 4.
New System: Greater Affixes
- Affixes now have a chance to appear as Greater Affixes on an item which are 1.5x
