Honkai: Star Rail has a combat mechanic that requires players to deplete the enemy's Toughness bar, which is displayed above its HP bar, to trigger the Break Effect. When this bar is fully exhausted, the enemy enters the Broken state, and players can utilize its elemental weakness to deliver a massive amount of damage.
Honkai: Star Rail's Toughness mechanic helps some characters who rely on triggering the Weakness Break effect remain relevant in the current meta. Depleting the Toughness meter and getting the enemy into the Broken State can be highly advantageous in long-running combat. The enemy in the Broken state loses its action points and takes more damage from characters due to its elemental weakness.
The latest Honkai: Star Rail version 2.2 leak from HomDGCat suggested that some enemies will have multiple layers of Toughness. According to the leaked description, the Weakness Break effect will be activated when these additional layers are entirely depleted. Players will get enemies into the Weakness Broken state and trigger post-break effects only when the last meter of Toughness is exhausted. Theoretically, it will be possible to deal Break Damage multiple times in combat.
Another leak, shared by Gura Leak on Discord, has revealed that the new weekly boss, which will be added in Honkai: Star Rail's version 2.2, will have three layers of Toughness. Players can expect this mechanic will apply to many other bosses in the game.
If these layers have less Toughness value, this new mechanic would be a buff for characters whose skill sets are based on the Weakness Break effect, such as Ruan Mei and Xueyi, since they will trigger Break Damage more consistently.
