You'll find it in the snowy mountains in the far northwest, resting under some trees. It's just a little bit south of the Tengu Alpine Camp; you'll probably notice it on your way to collect the Mastery Point that's available there.
You'll find the Juvenile Phoenix in the Bori Ward of New Kaineng City!
To reach the Juvenile Phoenix, you will need to enter a narrow alley and pass by some crates and citizens of New Kaineng. It's right next to the Garden of Lyssa Point of Interest.

The Juvenile Wallow can be charmed in the Quarry Forelands of the Echovald Wilds!
You'll need to venture to the far east of the Echovald Wilds map to find the Juvenile Wallow. It's hanging out in a shallow pool: the Qinkai Stream Point of Interest, just north of the Jade Gate Waypoint.
