According to the listing on the ratings board's site, the decision was made on May 25, just a few days ago. This means that God of War Ragnarok has been submitted to ratings board to determine what kind of age rating it will get, something that is usually only done when the game is near the end of development and close to release.
This essentially means that God of War Ragnarok's content has been decided and development is nearing the end, which in turn means that we're likely going to hear about it very soon. As said above, Sony Santa Monica has remained steadfast that Ragnarok wouldn't get delayed again and would still release in 2022, something that now looks a lot more likely if ratings are being decided this early in the year.
