Final Fantasy 7 Rebirth's director, Naoki Hamaguchi, has confirmed that Remake's story-shifting Whispers will be making a return and that we'll see what's happened to them since Cloud and the gang changed their fate.
Although Final Fantasy 7 Remake originally presented itself as a retelling of the original game, fans were surprised to learn that it was much more of a reimagining than a straight adaptation. One of the biggest in-game reasons for the story changes was the Whispers, ghostly entities that were protecting the canon of Final Fantasy 7, going as far as bringing certain important characters back to life so they could fulfil their destinies as they had in the original game.

At the tail-end of Final Fantasy 7 Remake, Cloud, Aerith, Tifa, Barret, and Red XIII took their futures into their own hands and took on the Whispers, effectively shattering the canon, seemingly opening up multiple timelines at once, and getting rid of their ghostly storytelling influence once and for all. Not only did this change the destinies of the Midgar gang, but it also probably made a lot of fans happy, since they weren't too popular of an addition.
With the Whispers effectively dead and their one job of making sure the plot of Final Fantasy 7 happens failed, fans might not have expected to see them return in Final Fantasy 7 Rebirth. That's apparently not the case, however, as director Naoki Hamaguchi revealed in a recent interview with Geek Culture that we'll see what happened to the Whispers after they were defeated at the end of Remake.
