The world of can be a dangerous and strange place, with raiders, super mutants, and Deathclaws seemingly at every turn. So the last thing any Sole Survivor needs on the plate as they search for their son is to deal with a stalker as well. However, all is not as it seems — although someone definitely has their eye on them from the start — their intentions appear to be benevolent.
Set in Boston and the surrounding Commonwealth, the Sole Survivor must team up with various factions in , both old and new to the franchise, to find their missing child. With plenty of characters and side quests to discover it's easy to miss some hidden details of the world, however there is one covert character who appears far more than perhaps first realized. While many might miss them during a first playthrough, once they are spotted, it's hard to unsee the lurking presence following the Sole Survivor.

As the Sole Survivor wanders the Commonwealth and visits some of the more established settlements, they may spot a strange man lingering near them. Popping up at certain points or locations, this seemingly random NPC’s true identity can be revealed if the Railroad is joined, asit appears Deacon has been keeping an eye on the Sole Survivor. These encounters will only occur if Deacon has not already been met as part of but they go some way to explain why the Railroad’s top agent knows so such about events in the game.
The first time many might run into Deacon will be during the Sole Survivor’s first trip to Diamond City. As the Great Green Jewel’s giant door opens, Mayor McDonough will greet the city’s new arrival, along with local journalist and future companion Piper. As Piper and the Mayor trade barbs, several Diamond City security guards will be seen milling around in the background.
