When things go south, they put bombs on the water tower with the intent to blow it up should their demands go unheeded. Aiden defuses the bombs, but what happens afterward is entirely in the hands of the Dying Light 2 enthusiasts.
Helping Jack and Joe is purely an act of kindness on Aiden's part. The two characters are sympathetic in their struggles but not how they've chosen to go about their business. Immediately, while they are still suspicious, they will let Aiden take control of the water tower.

Declining to help Jack and Joe goes about as predicted. They attempt to blow up the water tower, not realizing that Aiden has disabled their devices (although he was pretty explicit about that part earlier in the conversation). This triggers an immediate double boss fight.
The boss fight might be scary, since there are two of them, but don't expect anything out of the ordinary. They behave just like the bandits from earlier encounters, they've just got a little bit more health than those other NPCs. Kill them both and it's all
