Talk to Preservationist Kathos at the inn in Valdrakken to receive and complete A Proper Burial, receiving Maruuk Burial Banner.
Go to Maruukai in the Ohn'ahran Plains and talk to Sansok Khan to ask about how to properly bury Ishtar Rethon, the hunter whom the banner belongs to. You will receive Ishtar Rethon's Burial Banner and be requested to find an npc named Jhara in Pinewood Post.
