Based on the leaked roster that Capcom all but confirmed, Fei Long is not going to be in Street Fighter 6. At least, not to start. Capcom has since put to rest rumors that Fei Long would never appear in another Street Fighter, with the SF6 director commenting at Summer Game Fest that there are "no legal issues" surrounding Fei Long and the Bruce Lee estate.
Those rumors first got started courtesy of Street Fighter composer Daniel Lindholm, who said in a now-removed YouTube video that the Bruce Lee estate had problems with the great Gung Fu master’s depiction as Fei Long.

"A character that I know we won't see at all — there's been a lot of discussion about it — I mentioned earlier a character I would like to rewrite the music for would be Fei Long," said Lindholm (via Nintendo Life).
"I do have other sources — not only Capcom, but friends of mine in the U.S., who are very close friends with the Lee family — and they have basically said that any kind of resemblance to Mr. Bruce Lee is now omitted for comedic effect, comic stuff. It needs to be honorable. That’s why we won’t see Fei Long again. Ever."
Lindholm later clarified that he was only speaking in hypotheticals, that he actually didn’t have sources within Capcom and he only had an "independent third party" source with the Bruce Lee estate.
Responding to the story, the official Bruce Lee Twitter account (run by Bruce Lee's daughter, Shannon Lee) denied pretty much everything that Lindholm had said. "We never made any comments of this nature," wrote the Lee's daughter. "We have no idea who [Lindholm] says his 'close friends' of the family are, but his comments are entirely false surrounding the Bruce Lee
