The Untimely End mission in requires you to reach the Watcher, but there is a troublesome obstacle in your way where normal means you can't reach it. The location of the Watcher is marked plainly and simply on your map, making it easy to find by merely following the objective. However, the fallen bridge over the water means you can't walk over to the other side and finish your journey.
However, forcing you to make use of the game's mechanics, like some of the other available quests to collect, there are multiple ways you can get there. In particular, this involves utilizing one of the magical elements. There is a hidden weapon nearby that will result in your trek across being even more efficient.
To get across the lake to see the Watcher during the Untimely End mission in Avowed, you need to use either an Ice magic spell or a weapon enchanted with ice magic. This will allow you to freeze the water into platform-like sections so you can get across. Blizzard is one of the coolest spells to learn in the game first. One of the easiest ways to use this is by accessing the Memory at the Watcher's Mirror nearby, which gives you access to an ice-based weapon.

Shown on the map image above, right near the lake, the Watcher's Mirror has an Ancient Memory you can access, taking you through a lore-filled cutscene. Afterward, one of the unique weapons, Drawn in Winter, will appear on a platform that is available for you to grab. A bunch of enemies will appear for you to fight off first, but then you will be free to resume the main story quest by heading back to the lake. It isn't one of the best weapons in but it's still effective.
