This is because while some Talismans have fairly niche effects, others have a far broader appeal, arguably making them the best in the game.
The Tarnished can equip a maximum of four Talismans at any one time in, assuming that they collect all three Talisman Pouches in the game. This allows for an appreciable degree of flexibility in combining the different effects, something especially useful given that a large number of Talismans are designed to cater to a specific playstyle, such as empowering certain kinds of attacks or boosting a given stat. This means that Talismans can give a Tarnished a significant edge in combat, even before taking equipment and other attributes into account.
