Blizzard added item level scaling to Heroic and Mythic raids in MoP Remix.
Heroic raids in MoP Remix are only available at level 70, so level scaling doesn't apply to these raids. Before the hotfixes, Heroic raids were a static item level.

It's interesting to note that the notes never said that the raids were getting their power reduced in the curve and now Heroic and Mythic bosses will gain power with your item level, scaling their health/damage up or down depending on your equipped item level. At a certain item level, Heroic bosses will actually be doing 20% more damage and have 20% more health than before!
Heroic raid scaling has now been changed due to another hotfix.
Here's how the raid bosses scale based on your item level in all Heroic raids in MoP Remix. These are not hard breakpoints but a sliding scale based on your item level.
On retail, every 1 item level is about a 1% increase in damage. Comparing this to how bosses scale, from 371 to 388, this means that for every item level you gain, bosses get 1.7% more damage and 1.1% more health. From 388 to 406, bosses get 1.1% more health and damage for every item level. This means that from 371 to 406, Heroic bosses are scaling about the same rate as your gear, but Tinkers and Threads
