Growing the population would be nearly impossible if the Hylians stayed in Skyloft. There's just not enough space to both build structures needed for the population and have space for food production.

The Legend of Zelda has abandoned plenty of races in the past, but reintroducing one would offer a range of interesting opportunities for a new game.
