Headcannon performed the pre-production of Sonic the Hedgehog, Sonic the Hedgehog 2, and Sonic CD.

There was, however, some confusion and backlash regarding the game’s multi-tier DLC structure, which left many scratching their heads. But the news of Headcannon’s involvement in Sonic Origins may bring some enthusiasm back to the fanbase.
Headcannon’s tweet also makes sure to clarify that “Sonic Origins and its integration and presentation of these games is separately created and curated by Sega.” So it seems like Headcannon led the development on Sonic 3 & Knuckles, but the rest of the titles in the collection were handled by Sega itself. As mentioned before, the studio did previously work on the other titles as well, but didn’t touch them here.
