After years of EA exclusivity, other studios are finally taking a stab at Star Wars. Ubisoft is up next with Outlaws, the first open-world game in the franchise, but according to its website, PC users can only buy it via Ubisoft Connect, as Steam and EGS are not listed.
Only last year in November, Ubisoft broke its three-year break from Steam and began adding its back catalogue to the platform, including Far Cry 6, Riders Republic, Rainbow Six Extraction, and Monopoly Madness. Outlaws won't be available on launch, but that doesn't mean it never will be. It's likely that Ubisoft is simply holding it as a timed exclusive on its own platform, though for how long isn't known.

The platform listing was spotted by spad3 on ResetEra earlier this morning. They shared a photo of what platforms the game is available on, highlighting that EGS and Steam are notably absent. You can find it on the official Star Wars Outlaws website right at the bottom next to the Studios and Partners tab.
Every game on Steam has to run through Ubisoft Connect if it's published by Ubisoft. For instance, opening Assassin's Creed 2 requires you to log in to its third-party launcher, tying the game and all DLC to both accounts. This has been standard for years now, dating back to Uplay. EA employs a similar tactic with Origin and EA Play, but Jedi: Survivor launched on Steam at the same time as its own platforms.
If you want the Steam overlay, you can always buy Outlaws on Ubisoft Connect and add the exe file as a non-Steam game, letting you access all the perks of Valve's platform. This means pinning notes, opening the web browser, and being able to message friends without tabbing out.
