It serves as the main setting for the early RE titles, and it's often referred back to in the later instalments. The place is so important within the universe because it was the first populated area to face a viral outbreak. Yet, that was only the beginning of the city's story - here's everything else that happened.
The first B.O.W activity in the series didn't occur within the city itself but in a nearby place called Arklay Mountains. This location serves as the main setting for both the original game and Resident Evil Zero.
In those games, the heroes managed to stop the biothreat caused by the T-Virus, and the area was closed off. However, the virus managed to find its way to Raccoon City anyway, infecting multiple people.
The outbreak truly started when Dr. William Birkin - the man partially responsible for creating both the T and G-Virus - was gunned down in his lab by his former employer, Umbrella.
The scientist managed to avoid death by injecting himself with the G-Virus, which turned him into a large rampaging monster. During this rampage, some vials of the T-Virus were smashed and infected several rats. Those creatures then contaminated Raccoon City's drinking water, which caused the city-wide outbreak.
