Fishing can be frustrating, especially early on in the game thanks to its ravenous SP consumption and difficulty. Fishing is hardly a new mechanic, though this particular minigame takes some getting used to.
It all starts with finding the right places to cast your line. You can't fish just anywhere. Instead, fishing spots are indicated by a dark fish swimming near the surface, often surrounded by other fish. There should be a prompt for you to cast a line at the location to start the fishing minigame.
When fishing, you need to manage two bars. The upper bar, represented by a wooden fishing rod, indicates the tension placed upon your fishing line. The lower, blue bar decorated with a fish gauges the fish's stamina.
The upper bar fills as you reel the fish in and the lower bar empties as you deplete its stamina. Should it be filled completely, the fish will escape and you would have to start again.
The fish will struggle as you try to reel it in, pulling in one of four directions. You will need to match the fish's movements to keep it from escaping. It also places significantly more tension on the line as it struggles, making it especially risky to try and pull the fish in during such moments.
You can stop reeling the fish in while it struggles to make the attempt less risky.
It will take some time, but you will eventually understand when to reel the fish
