That is because the only way to unlock Mew in is by collecting all 150 Kanto Pokémon. This means you need at least one card; it doesn't matter which one of each Pokémon is from Kanto. It may sound easy in theory, but pulling all the necessary cards may take a while unless you have some extra money to spend.
As for the card itself, is it worth the effort required to obtain it? Well, that is entirely up to each player. For someone like me who enjoys the idea of collecting over battling, I would say yes. It's a secret rare card, and the only way to acquire it is by collecting cards you plan to try to collect anyway, so there is no loss of effort for a collector.
