Rocks D. Xebec was considered to be the most dangerous pirate in the world. He gathered a ridiculously powerful crew, which included the likes of Whitebeard, Big Mom, Kaido, Shiki, etc. Considering Rocks' obnoxious personality, it would be plausible to assume his crewmates only stayed with him because of his power. When Kaido compared Luffy to other great pirates, who could beat him, Rocks was one of them. Kaido joined the Rocks Pirates when he was still very young, so he would have no need to fight his captain.
Xebec arguably employed a tyrannical routine, which included beating up his own crewmates. While it was definitely not the correct way to treat your crew members, it was certainly effective as they never left. With such a powerful crew at his disposal, Xebec only had one thing in mind, and that was to become the ruler of the entire world.
