Associate Game Director Joseph Piepiora has clarified on Twitter that, starting with Season 2, the new Item Power cap in Diablo 4 will be 925. Based on several additional Twitter replies, we can make a good guess as to what the intentions behind this change could be.

Apart from raising the Item Power cap, Piepiora stated that the development team will apply multiple item-related changes so players can feel meaningful progression in Diablo 4's endgame.
As of right now, players can basically find the «best gear in the game» from the moment they enter World Tier 4 — a fact that negatively affects both replayability and long-time motivation.
With Season 2, the Item Power range of droppable items will be directly tied to Monster Level, meaning that you will increase the minimum and maximum Item Power Range if you fight more powerful enemies in World Tier 3 and 4. For each Monster Level, you will add 2 points of Item Power to your minimum and maximum range.
Now, what the increase of total Item Power could be intended to do seems apparent by looking at this tweet reply from Piepiora: Together with the «Item Power range» change explained earlier, raising the cap will smooth out and lengthen the item curve during character progression — especially if Item Power thresholds (e.g.
625, 725, 825) will be pushed back at the same time.
In essence, players will find more powerful items if they decide to fight more powerful monsters, especially in later stages of character progression, and those items will more likely be an upgrade thanks to smoother and simply more thresholds between Item Power 1 and 925 (compared to 1 and 825 before).
