The NPC is located at the Black Market auction house in Valdrakken.
Limited Inventory
When talking to NPC, she reveals that her inventory is temporary, being sold only until the end of August. After that, the items will be joining the Black Market Auction House. This means that the items won't be gone forever, but if it follows the example of the Reins of the Mighty Caravan Brutosaur, they will have their minimum bid as the current NPC price, meaning they will likely sell for more than the current NPC price.
