Marvel Studios secretly set up Doctor Strange in the Multiverse of Madness' Illuminati team six years ago in Doctor Strange's post-credits scene. The Marvel Cinematic Universe is about to introduce its version of the Illuminati through the multiverse. Doctor Strange 2's trailers have shown Benedict Cumberbatch's sorcerer getting arrested by a council that includes a version of Baron Mordo (Chiwetel Ejiofor), Professor X (Patrick Stewart), and other unidentified members. It's a moment that caught many by surprise, even though Marvel planted the seeds for the team's multiversal formation years ago.
The scope and direction of Doctor Strange in the Multiverse of Madness seemingly changed multiple times throughout the course of its development. The original Doctor Strange ended with the arrogant sorcerer learning about Infinity Stones and his role in protecting Earth from supernatural threats. However, the post-credits also featured Baron Mordo beginning a quest to rid the world of sorcerers who abused their power. This led many to think Baron Mordo would be the main villain of a Doctor Strange sequel, but the marketing for Doctor Strange 2 has shown he's more of a secondary antagonist it appears as a member of the Illuminati that seemingly has multiverse connections.
