Fortnite's latest pack isn't attributing levels as intended for players that have already reached level 1,000. Each time a new Fortnite season starts, players' season level goes all the way back down to zero; this doesn't happen with account levels since these accumulate as long as they play the game, so players can see how many times they've leveled up after creating their accounts. The season level resets because a new Battle Pass becomes available, and its rewards are distributed according to the player's level.
During the first chapter of the game, players could only increase their season level up to level 100; however, as time went by, Bonus Rewards were introduced and this number had to increase. Currently, it's possible to get one's Fortnite season level all the way up to 1,000, but it's extremely difficult to do so in the amount of time each season lasts.

Since Chapter 4 Season 1 will be ending soon, Epic Games decided to release the Axion Sentinel's Level Up Pack — a pack that allows players to quickly collect 28 levels. The pack also comes with a few cosmetic items, and it seems that players that bought the pack despite having already maxed out their season level are completing the quests, but not receiving the rewards. It was already expected that they wouldn't be granted any levels since it's impossible, but they should get their deserved cosmetic items.
