In terms of villains in the Marvel Universe, they don't get more powerful than the Kingpin Wilson Fisk and Dr. Doom, which is why it's shocking that, based on recent events, it may seem like the two were about to team up.
Wilson Fisk was just recently a part of a large Marvel crossover series with Devil's Reign. As the mayor of New York, Wilson took drastic measures by outlawing vigilantism and seeking to take down New York's heroes. This led Kingpin to hunt various superheroes such as The Avengers. Eventually, he was ousted from the position by Matt Murdock, Elektra, and others. Luke Cage took his place as mayor and Wilson fled the country to avoid prosecution for the crimes he committed while in office. But Matt Murdock wasn't stopping there. He wanted the Kingpin to be held accountable for what he did.

In Devil's Reign Omega, which was written by Chip Zdarsky and illustrated by Rafael De Latorre, Murdock turns to the Fantastic Four's Reed Richards for help. Reed tracks Fisk to Lisbon and then to Zagreb before the trail goes dark. Reed suspects that this means Kingpin is hiding in none other than Doctor Doom's home country, Latveria. He comes to this assumption because neither magicians nor telepaths are able to track Fisk, and Dr. Doom would be able to shield his country and those within its borders from both of them. While it is possible that Kingpin has outsmarted Reed Richards and that he isn't in Latveria, the comic is clearly setting up a partnership between Kingpin and Doctor Doom.
