Green Arrow didn't appear in Zack Snyder's DCEU films, but he had a setup laid out for him in the planned sequels to Zack Snyder's Justice League. Since its release, the Snyder Cut still hovers over the DCEU despite the position of Warner Bros. that Snyder's Justice League 2 and Justice League 3 will not move ahead. As with the Snyder Cut, the calls for Snyder's intended story, mapped out as a five-part arc, continue to be strong with the hashtag #RestoreTheSnyderVerse.
Snyder has provided an idea of how he planned to conclude his story by releasing a whiteboard layout of the plans for the Justice League sequels. To be sure, Snyder has made clear that the plan seen is not fully contemporaneous to how he would make the two films if they were greenlit due to adjustments and rewrites to the plan not seen on the whiteboards. While providing a good general blueprint of Snyder's Justice League sequel plans with elements like the heroic sacrifice of Ben Affleck's Batman, the outline still leaves a lot of room for speculation of what Snyder's updated plans would be. One such possibility is the involvement of Green Arrow.

Though Oliver Queen is not among the characters included in Snyder's blueprint for the Justice League sequels, that doesn't necessarily rule out his involvement in Snyder's updated version of it. The Knightmare timeline in particular set up a very unique way for Green Arrow to debut in the Justice League sequels. In addition to that, Snyder's affinity for The Dark Knight Returns and the influences he drew from it suggest a very specific version of Green Arrow would've been up for an appearance.
