Ultimately, the Stormfront debacle resulted in Victoria Neuman being placed in charge of the FBSA (Federal Bureau of Superhuman Affairs). When The Boys season 3 begins, Hugh Campbell, Billy Butcher, Frenchie and Kimiko are all working happily for Neuman, meting out justice against supes who abuse their power or cause collateral damage. Happy days? Not quite. Unbeknownst to the Boys, Victoria Neuman is actually the phantom head-popper. I Can't Believe It's Not AOC used her powers to kill the CIA's Susan Raynor, disrupt Vought's congressional hearing, and assassinate the Church of the Collective's Alastair Adana.
