Reddit user LeastSuspiciousTowel uploaded a video which shows what would happen if players intentionally blocked the road to stop the traffic flow. The GTA Online video begins with the player getting out of their car, which is parked right in the middle of a road, blocking the traffic entirely. Soon after, several vehicles can be seen on the road, seemingly stuck in a traffic jam. The player then moves on the pavement to observe how the game would respond. After that, an NPC can be seen running toward the car and trying to steal it.

LeastSuspiciousTowel stops the carjacking quickly and returns to their position on the sidewalk. After roughly 20 seconds, Grand Theft Auto Online spawns another NPC that runs to the car and steals it, nearly identical to the first instance.
