Grand Theft Auto V never got a proper story expansion, and it definitely seems like some sort of story DLC was indeed planned, judging from a recent discovery.
A few days back, the GTA V program database file leaked online, revealing some interesting information about the game as reported by X/Twitter user Liam. The file further confirms how story DLC was cut and most likely reworked into GTA Online content with a string related to Trevor and a jet pack. At this point, it's more likely than ever how the Doomsday Heist expansion for GTA Online featured content that was supposed to be included in the story DLC.
Cut #GTAV Story Mode DLC is further confirmed thanks to the PDB leak with a string relating to Trevor and a jet pack. The Doomsday Heist was definitely a rework of it.

Interestingly enough, this new Grand Theft Auto V leak also seems to confirm how Bully 2 was a thing, as the game is mentioned in one of the strings in the database file. The game has long been rumored to exist, but with Rockstar Games fully focusing on GTA 6, it is unlikely we will see the second entry in the series anytime soon.
