Gotham was a notable series for the DC Extended Universe for several reasons, most notably because it showed that a story set in Gotham City didn't need Batman — and a Jim Gordon Batman game could do the same. Bruce Wayne did appear in the show, but the main focus was on Detective Jim Gordon and his police work. Gordon's work in the series was compelling enough to prove that it could easily support a video game of its own.
Gotham was a series that explored Gotham City before the rise of Batman and the various supervillains that menaced the city. Instead, the main threat in Gotham City at the time of the show is the various organized crime families running the city, as well as corruption within the police department. Being smart, determined, and possessing a strong sense of justice, Jim Gordon was determined to make the city a better place. With Batman's death in Gotham Knights showing what heroes in Gotham will be like after Batman, Gordon can show what they were like before.

A game based on Gordon's days as a detective could work easily. It could follow beats similar to L.A. Noire, with Jim investigating crime scenes and collecting evidence. Of course, Jim doesn't have Batman's wealth of gadgets and fighting skills, but he could use old fashioned fisticuffs and his gun to protect himself if need be. With each chapter, he could uncover the story behind a terrible crime in Gotham City, possibly with Harvey Bullock as a partner. With each criminal he brings in, he would come closer to his goal of a safer, less corrupt Gotham. Arkham may not have shown Batman's detective skills, but a Gordon game would rely on such police work.
