"Blood Ties" is one of the most notable side quests in Fallout 3 due to its wide array of characters and branching paths. There are many ways to solve this mission, and you can find out every possible way by reading the walkthrough below.
There are three ways to start the "Blood Ties" quest. First, you can travel to Arefu at the location marked above and speak to Evan King. You can also begin "Blood Ties" by reading the "Regarding The Arefu Incident" terminal entry inside the Meresti Metro Station, although this is the longest way to unlock the mission.
The final and most common way to start "Blood Ties" is by speaking to Lucy West inside or near Moriarty's Saloon in Megaton. She'll ask you to deliver a letter to her family, which is important for future objectives in this mission, but not essential. If you're able to speak to Lucy West, then this is the best way to begin "Blood Ties."
