During the Diablo 4 developers' latest Campfire Chat, Blizzard discussed potentially huge changes coming to a particular set of skills in Season 4. Fixed damage Legendary Aspect Skills will be getting a massive overhaul that may change the landscape of play for many players by either creating new builds or by bringing existing builds to even greater heights.

In Season 4, the fixed damage Aspect Skills will no longer be fixed — these powers will now scale based on your Weapon Damage. The developers stated that they want these effects to be «punchy», which is an excellent change of pace for players who may already enjoy these effects but find them lacking, or those looking for new ways to build their characters.
It is currently unknown whether all of the Aspect Skills will benefit from this change, or if some will be excluded. During the Campfire Chat, the developers did confirm that Desecrated Ground, Dust Devils, and Earthquakes for Necromancers and Barbarians would gain the new scaling.
Previously, fixed damage Aspect Skills suffered significant problems with maintaining viability compared to Active Skills. This was due to their values being far too low, their inability to scale with most Damage Multipliers, the incredible amount of setup required to make them function either quickly or powerfully enough, or just the intense RNG involved with getting one of these Aspects max rolled at Item Power 925.
Getting perfect fixed damage Aspect Skills was difficult because these powers were affected by different rolls twice — once for the Item Power of the piece of gear the Aspect is attached to, and then once again for the actual roll of the Aspect's power. These factors caused many people to not even bother to give these effects the time of day, or try them out of excitement only to be disappointed by their poor performance and lack of support.
