Superman & Lois’ Arrowverse retcon excluded Supergirl and Flash from its universe but surprisingly did make room for Oliver Queen. Stephen Amell’s Arrowverse character was directly referenced by John Diggle in season 1, which means he definitely existed in the continuity ofSuperman & Lois. However, the same can’t be said for the Scarlet Speedster or the Girl of Steel.
For a long time now, there have been complaints about the disconnect between Superman & Lois and the rest of the Arrowverse. Obviously, this is an issue that’s going to exist in some form in any superhero show set in a shared universe, but it was always a bit more jarring with Superman’s show, especially considering the number of episodes where the Earth’s survival seemingly depended on Clark alone. The Superman & Lois season 2 finale finally resolved the problem when Sam Lane specifically stated that Superman is the only hero on the planet. The retcon provided confirmation that the world seen in Superman & Lois isn’t Earth-Prime. The Clark Kent who formed the Justice League with Barry, Kara, and others at the end of “Crisis on Infinite Earths” was a different version of Tyler Hoechlin’s Superman.

The big Arrowverse reveal separates Superman from the other major superheroes, but apparently, an exception has been made for Green Arrow. A comment from Superman & Lois showrunner Todd Helbing confirmed that there was indeed an Oliver Queen on Superman’s Earth, but he died at some point in the past [via TheFlashPodcast].
