While the Suicide Squadwas on a mission that would decide the fate of the United States, Harley Quinnproved that she is Captain America’s worst nightmare. Captain America represents the values of the ideal American spirit as he believes in truth and justice and has committed his life fighting against anything or anyone that would jeopardize those values. When Harley Quinn single-handedly gives one of the DC Universe’s most ruthless villains of America on a silver-platter, she proves to be the opposite of what Captain America represents and the antithesis of what he fights for.
Harley proves herself as Captain America’s worst nightmare in Harley Quinn#75 written by Sam Humphries with art by Sami Basri, Nicola Scott, Emanuela Luppachino, Ray McCarthy, Ramon Villalobos, Ngozi Ukazu, and Joe Quinones. In the issue, Harley Quinn is experiencing a roast similar to that put on by Comedy Central except hers is all in her head. During the roast, Harley’s manufactured idea of Amanda Waller, the woman who founded and controls the Suicide Squad, tells the fake audience within Harley’s mind about a time when Harley Quinn went completely off the rails which ended up benefitting Waller greatly.

In this fictitious event within DC Comics continuity, a group of terrorists have kidnapped the President along with the seventeen members of the presidential line of succession.
