In Arkham City: The Order of the World#6 by Dan Watters and Dani, readers are introduced to a new kind of psychiatric hospital run by the villain Professor Pyg after the destruction of Arkham Asylum. In this facility, the criminally insane are not forced to conform to the idea of modern society but to fully accept who they are in non-violent ways. Every criminal in the asylum from Mad Hatter to Ratcatcher isn’t told they are wrong for thinking the way they do, but are encouraged to run with their delusions in creative ways that make them happy without harming others.

Professor Pyg's model eventually fails because, ironically, supposed hero Azrael isn't able to behave as peacefully as the villains, and Pyg's obsession means he can't help but unleash the vigilante on his 'patients.'
