To get Explosive Powder in Raft, players must first get Explosive Goo. Afterward, head to the Smelter and place the Goo inside it. Ensure there are enough of Raft’s Planks, then wait a little over a minute for the powder to be processed.
To get the Explosive Goo, people must kill a Pufferfish. One Pufferfish is guaranteed to grant one Goo, with some chances to drop two.
Pufferfish in Raft can be hunted underwater. Usually, they’d wander around a school of fish, but there are also cases where it’s swimming solo. If players enter its aggro area, it will chase the character and then explode, killing itself and covering a small area in poisonous gas.
This gas will continuously chip HP, so make sure to swim away if a Pufferfish attacks. The fish will return to its original position if players move outside its aggro zone.
Since Pufferfish will self-destruct, players should keep their distance while hunting the creature. Because of that, a bow is highly recommended for this task. After killing the fish, it will make a motion as if it’s going to explode, but it won’t. Watch it flip upside down, then quickly collect the loots.
