Each time players begin their survey of another of Pokemon Legends: Arceus' vast regions, the game nicely and neatly establishes a Base Camp as a launch site. Here, you'll replenish supplies, take a rest if needed, and chat with Professor Laventon to evaluate your Pokedex progress and eventually head back to Jubilife Village.

You can make do with just the one Base Camp if desired, but there's really no reason to do so unless you're blitzing through the adventure. Heck, even then, the ability to fast-travel from a second spot on the map might well be worth the quick sidequest to unlock it. And that's exactly what you'll be doing in the 'Setting Up the Coastlands' request here in the sunny Cobalt Coastlands. But there's a catch: you'll need to find a guy named Yorrich along the way.
Without navigational guidance, locating Yorrich can spawn a Psyduck-sized headache. Don't sweat it, Psyduck. We're here to help.
It's not exactly revelatory, but before you can trigger 'Setting Up the Coastlands', you will need to have unlocked access to the Cobalt Coastlands. This is done through achieving two goals. First, progress through the main quest missions until after the fight with Noble Lilligant. A few cutscenes later, and the Survey Corps is officially ready to hit the beach.
Additionally, you must reach Star Rank 3. Captain Cyllene routinely evaluates your Star Rank before sending you off to new regions. It's possible to be much higher already by the time the plot reaches this point; conversely, if you've been rushing, you might still be Star Rank 2. Build those points up a bit more if so.
