Pokemon Go is a Pokemon game unlike any other. That's why Niantic adopting elements from the main series of Pokemon games and applying them to its own AR take on the Pokemon world can be tricky. Suffice to say, the feature hasn't been all that popular, but has now received a pretty major overhaul that has started to rollout around the world.
Niantic has made a lot of changes to the way Mega Evolution will work moving forward. The changes have been implemented in Australia and will gradually be rolled out elsewhere. The headliner is the way in which mega energy will work moving forward. Players previously needed to harvest mega energy and use it to mega evolve their Pokemon for every single evolution, the effects of which are and will continue to be temporary.

However, once you have used mega energy to evolve a Pokemon, you will be able to mega evolve it as many times as you want after that without needing to use more mega energy. Since a Pokemon that is permanently in its mega evolved form kind of defeats the point of the feature, there is a caveat. Your Pokemon will still return to their normal state, and there will be a cooldown period before you can mega evolve them again. Niantic has confirmed you can up the pace of that cooldown period by spending mega energy.
The update to mega evolution also introduces something called mega levels. Every time you mega evolve a Pokemon, you will increase its mega level.
