Warning! Contains spoilers for One Piece Chapter 1049!
The World Government in One Piece is an incredibly tyrannical organization, but the manga’s latest flashback reveals that it is worse than readers expected. The series’ author Eiichiro Oda excels at making despicable villains, but he has really outdone himself with the World Government. Kaido’s flashback confirms this with a minor detail that speaks volumes.
The World Government is the main governing body of the various kingdoms in One Piece. While the World Government is supposedly in conflict with pirates, there's been hints this is a ruse. Although it gives its member nations some level of autonomy, if they step out of line then the World Government will not hesitate to use the military force of the Marines to punish them. Its member nations are able to meet at a summit called the Reverie every four years to influence the direction of the World Government going forward, but only a certain number of kingdoms can attend. While One Piece has many villains not directly connected to the World Government, the organization’s presence looms large over the series, and many fans assume that the last arc of the series will focus on Luffy and his crew toppling the Government and freeing the Worlds’ islands from its rule. Despite the organization’s already terrible reputation among fans, the series’ latest chapter reveals that the World Government is even worse than previously thought.
