Initially, One Piece seemed to cast pirates and the World Government (particularly the Marines, and formerly the Seven Warlords of the Sea) as diametrically opposed forces vying for control of the world's oceans. There is some truth to this: one of the biggest threats to the World Government is indeed the Yonko, who comprise the four most powerful living pirates on the planet.
That said, outside the Marineford arc, the World Government and Yonko are never seen to be in a state of total war, and indeed Totto Land and Wano, controlled by Big Mom and Kaido respectively, have been left untouched by the former. Even Blackbeard, the most aggressive of the Yonko, seems to be biding his time rather than choosing to take the World Government on directly. There is another, far more mysterious force, however, which actively seeks to destroy the World Government altogether: the Revolutionary Army.

The Revolutionary Army is lead by Luffy's father Monkey D. Dragon, a mysterious figure known as the «World's Worst Criminal». Its second in command is Sabo, Luffy's adopted brother. Bartholomew Kuma, a former member of the Seven Warlords of the Sea, was once a high-ranking member of the group, as is the Queen of Kamabakka Kingdom, Emporio Ivankov and his associate Inazuma. After clashing with Blackbeard and losing their base on the island of Baltigo, the Revolutionary Army has moved their base of operations to Momoiro Island, which houses Kamabakka Kingdom.
