It is unlocked in what is essentially the area that immediately comes after the tutorial at the beginning of the game.

At the beginning of Diablo Immortal, having the best equipment isn’t the most important thing for players to focus on. As they get farther into the game, having a solid build and excellent equipment becomes incredibly important. As the difficulty increases, players will need to optimize and upgrade their gear. Though if they wish to fully upgrade a character, it will be quite expensive.
To upgrade equipment in Diablo Immortal, players need certain components that can be found out in the world, but players will also need to salvage unwanted gear. This ability is unlocked once players speak to Korrin the blacksmith, who players will meet through the main story. Players next will unlock upgrading when they encounter Paulie the blacksmith, who is located at Guard’s Watch in Ashwold Cemetery. Players will also receive their first piece of upgradable gear from Captain Azmir in the same camp.
