Once you have reached the highest level, you will have to defeat a boss, which is determined by the zone you are in.

Completing mini-events within Overthrow is the quickest way to level up.

You can join other players to complete Overthrow activities or attempt to complete them on your own. However, if you do play with others, you can each complete different mini-events at the same time to quicken up the process. Once you have completely cleared an Overthrow event, you have a chance of earning Luminescent Seeds. You will unlock a chest, which can contain several items, such as Pale Heart destination weapons, Glimmer, and Luminescent Seeds.

Once you have obtained Luminescent Seeds in you will need to find one of the black hand clusters that comes up out of the ground.
