Many of the systems that govern the way players play World of Warcraft have been around for over 20 years! In other words, these systems are complex and to create fundamental changes to these systems can be difficult from an engineering perspective. However, this does not deter the developers over at Blizzard from finding ways to further improve the quality-of-life surrounding World of Warcraft!
Dragonflight revamped the way Talent Trees worked, and it was a well-received by a great majority of the player base. So when it comes to Hero Talents, finding a way to further expand these new Talent Trees from Dragonflight without introducing too much complexity was the framework Blizzard used when shaping Hero Talent trees.
