The speed of the Flash is one of the DC Universe’s most powerful abilities, which means any villain hoping to go toe to toe with him needs to get creative. The Scarlet Speedster’s rogues gallery consists of some of the most crafty criminals with plenty of tricks up their sleeves to combat Barry Allen’s powers. One villain, however, may have the perfect way of countering Flash’s speed in a way other bad guys can only dream of.
Fans of the Flash may be aware of Barry's most malicious nemesis, Eobard Thawne, the Reverse Flash. It turns out, he's not the only Thawne with a grudge against the Flash. Malcolm Thawne is a distant ancestor of Eobard's and oddly enough, Barry's long-lost twin brother, given to another family at birth. Jealous of the life he should have had, Malcolm swore revenge on his brother and studied his adoptive family's magical abilities, learning how to use the mystical blue flame to steal anything he desired — including speed.

Cobalt Blue first emerged as a villain in Speed Force #1 by Mark Waid, Jim Aparo, Bill Sienkiewicz, Tom McCraw and Gaspar Saladino. The story «Burning Secrets» has Wally West recall one of the few instances he saw fear in Barry Allen's eyes. In their first bout with Cobalt Blue, both Flash and Kid Flash are hit with his flaming blue sword. While it does no physical damage to them, it does slow them down considerably. It turns out that Thawne's blue flame is magic-based and allows him to steal the speed of Allen and West. Though the two manage to eke out a win over Cobalt Blue, the experience proves shocking to both Flashes, both chilled at the thought of how much damage this new villain could have done.
