With every Elder Scrolls Online expansion comes a horde of new items, usually including a handful of unique new armor sets. In the High Isle Chapter there are 10 new ESO armor sets added in total — four can be found in new Trials, three are craftable at unique stations throughout High Isle, and three are earned by completing tasks and public activities in the new zone.

The Systres' Scowl armor set is new with the High Isle Chapter and gives a useful full-equip-bonus for players oriented around melee combat. It seems like it's only useful for tanks at first, but because its effect is triggered by an ability innate to every Elder Scrolls Online character, the Systres' Scowl set can be used by a variety of builds — though don't expect anything OP.
The Systre's Scowl armor set is useful for tanks and stamina-based melee fighters, as it increases Health and Stamina as part of its equip bonuses. With five pieces equipped, the Systres' Scowl armor set gives players a new ability: when a target is Bashed, the target gains the Systres' Scowl debuff, which makes all Light Attacks deal an additional 1973 Frost Damageonce each second.
The debuff lasts for 15 seconds, and the extra Frost Damage can trigger once each second from any incoming Light Attack, not just the player with the Systres' Scowl armor set. Time will tell if this turns out to be a good armor set, but because it's an Overworld set it's not designed with end-game content in mind.
