As is the case with much of Dying Light 2's movement upgrades, it's going to take some time until you unlock the paraglider. You won't unlock it until you reach the game's second district, the Central Loop. Once you finish the "Let's Waltz" mission, you'll be knocked out by Waltz, leaving you in a tunnel. You'll be tasked with reaching the car factory where you'll regain access to the GRE Access Key. During this cutscene, you'll meet a new ally, Lawan.
After a few cutscenes, you'll be tasked with following Lawan through some tunnels. Doing so will let you gain access to the Central Loop, Dying Light 2's second and biggest open-world area. This part of the map is full of high-rise buildings and is very different compared to Old Villedor.
After following Lewan for a bit, she'll take you to the top of a building to witness lights being turned on around the city, as part of the "A Place To Call Home" mission. After the lights go out, she'll give you your own paraglider to get around the city with. Once you've been given the paraglider, it'll be yours to use for the rest of the game.
