The first step toward flying on a broomstick is to complete the Broadcast story quest in Dying Light 2. That is due to the fact that completing Broadcast will give players access to an elevator that takes them directly to the top of the VNC Tower, and that makes it extremely simple to get to the broomstick challenge.
